I have the honour to acknowledge the receipt

of your despatch No. 370 of 25th September, 1939. The

Crown Agents for the Colonies were informed by a letter from the Colonial Secretary dated 14th August, 1939, that the Governor in Council had on 28th July, 1939,

approved that the cases of certain specified officers (including Sir Joseph Kemp and the others now concerned) should be considered as special cases for the purposes of the earlier resolution of 29th June, 1939, and that in effect in these cases pensions paid in England under the Widows' and Orphans' Pensions Scheme shall be payable at three shillings to the dollar.

As Sir Joseph has no doubt been apprised of this decision I assume that no further action will be

necessary on my part.
